I have a scenario to use these for named staff using their pin to open form and submit so that its recorded in their name. something like morning checks. Form to be launched from website or in running in Kiosk mode on ipad

Yes, you can do it by creating different forms for different staff (simply need to copy the form), in each to set a different password so that they know their password.
After that create a new form with the submit button always hidden & having the link of each of these forms for staff to easily access it.
